A new and distinct Weigela plant named ‘VUKOZ041323’ is disclosed, characterized by rich flowering and re-blooming of white flowers with a yellow patch in the middle. It is also characterized as having light yellow flower buds. The new variety is a Weigela , normally produced as an outdoor garden plant.
