A new cultivar of Weigela florida plant named ‘VBL1’ that is characterized by its compact plant habit, its young foliage that is brown in color and mature foliage that is brown-green in color, its floriferous blooming habit that is moderately remontant; blooming in May with a second blooming period in August and September, and its flowers that are red-purple in color.
