A new and distinct cultivar of Verbena hybrida plant named ‘Baltuburg’ substantially as herein shown and described, which: (a) exhibits burgundy flowers; (b) sharply lobed, dark green foliage; (c) exhibits a good basal branching character; and (d) exhibits a spreading and trailing growth habit.
