Abstract
A new and distinct cultivar of Rosa plant for garden use named ‘NOA39131’ is disclosed, characterized by fully double brilliant golden orange flowers on upright plants with rapid re-flowering. Plants have excellent resistance to blackspot, powdery mildew, downy mildew and rust diseases. Flowers are fragrant and plant rebloom rapidly. The new variety is a Rosa , normally produced as an outdoor garden or container plant.
