Abstract

A new and distinct Rosa cultivar, for garden use named ‘Noa38121’ is disclosed, characterized by strongly fragrant, full, double, dark pink to red-purple flowers. Plants have excellent resistance to blackspot, powdery mildew, downy mildew and rust diseases. The new variety is a Rosa , normally produced as an outdoor garden or container plant.
