A new and distinct cultivar of Rosa plant named ‘BOZFRA221’ is disclosed, characterized by large, orange-pink double flowers. Plants have semi-upright habits and are tolerant to rust and downy mildew. The new variety is a Rosa , normally produced as an outdoor garden or container plant.
