A new and distinct cultivar of Rosa plant named ‘BOZFRA021’ is disclosed, characterized by fragrant, pink double flowers that bloom profusely from May to September. Plants are tolerant of powdery mildew and black spot. The new variety is a Rosa , normally produced as an outdoor garden or container plant.
