A new and distinct cultivar of Poinsettia plant named ‘PER8603’, characterized by its uniform, upright, outwardly spreading and mounded plant habit; freely branching habit; dark green-colored leaves; late season flowering response; inflorescences with pink and creamy white bi-colored flower bracts; and excellent post-production longevity.
