A new and distinct cultivar of Phlox plant named ‘Dophlolapin’, characterized by its outwardly spreading to creeping and mounding plant habit; moderately vigorous growth habit; medium green-colored leaves; freely flowering habit; relatively late flowering; red purple-colored flowers with darker red purple-colored centers; and good garden performance.
