A new and distinct variety of Phalaenopsis plant named ‘PHA312391’, particularly characterized by having small white flowers with greenish-yellow and white lips, flowers that are flat in lateral view, erect leaf attitude, and is propagated by meristem tissue culture, is disclosed.
