A new and distinct cultivar of Petunia plant named ‘Pactoyel’, characterized by its upright and mounding plant habit; moderately vigorous growth habit; freely branching habit; early and freely flowering habit; cream-colored flowers with yellow to yellow green-colored centers; overall, the flower color appears dark yellow towards the center and brighter greenish yellow towards the margins; resistance to Mildew; and good garden performance.
