A new and distinct cultivar of Penstemon plant named ‘Barpenpeppur’, characterized by its upright and relatively compact plant habit; vigorous growth habit; freely branching habit; early and freely flowering habit; long flowering period; dark red purple-colored flowers with light pink-colored centers; and good garden performance.
