A new and distinct cultivar of Osteospermum plant named ‘INOSTBLPUR’, characterized by its mounding and semi-upright plant habit; moderately vigorous growth habit; freely branching habit; dense and bushy appearance; early and freely flowering habit; long flowering period; large inflorescences with red purple-colored ray florets and dark purple-colored disc florets; and good summer garden performance.
