A new and distinct cultivar of Impatiens plant named ‘Dongipetfir 23’ characterized by its relatively compact, upright to outwardly spreading and mounding plant habit; moderately vigorous growth habit; freely branching habit; dense and full appearance; dark green-colored leaves; freely and early flowering habit; medium-sized single-type reddish orange-colored flowers; and good garden performance.
