A new and distinct cultivar of hibiscus plant named ‘DUP-NEB’, characterized by glossy, dark green leaves, almost prostrate, sturdy habit, and large flowers having a brown-orange center, shading to a glossy light brown-orange zone which radiates, via petal veins, into a petal of brown coral orange.
