A new and distinct cultivar of Heliotropium plant named ‘WNHPAULAV’, characterized by its upright to somewhat outwardly spreading and mounding plant habit; vigorous growth habit and rapid growth rate; freely branching habit; dense and bushy plant form; freely flowering habit; relatively large inflorescences; fragrant purple-colored flowers with bright yellow-colored throats; and good garden performance.
