A new and distinct floribunda Rosa cultivar named ‘ALTmine’ is disclosed, characterized by distinctive fully double yellow flowers with a sweet, spicy fragrance. Plants are vigorous and foliage glossy. The new variety is a Rosa , normally produced as an outdoor garden or container plant.
