A new and distinct cultivar of Dracaena plant named ‘Scarlet Ibis’, characterized by its upright plant habit with foliage initially erect to somewhat outwardly arching; moderately vigorous growth habit; long lanceolate leaves that are dark red and dark greyed purple in color; and good keeping quality and garden performance.
