A new and distinct cultivar of Dahlia plant named ‘Dodasumbepubi’, characterized by its upright and uniformly mounding plant habit; moderately vigorous growth habit and moderate growth rate; freely branching habit; dark green-colored leaves; freely flowering habit; large single-type inflorescences with reddish purple and light yellow bi-colored ray florets; good postproduction longevity; good garden performance; and attractiveness to pollinators.
