A new and distinct cultivar of Dahlia plant named ‘Dahlgr128’, characterized by its relatively compact, mounding and dense plant habit; freely basal branching habit; dark green-colored leaves; early and freely flowering habit; single-type inflorescence form; large inflorescences with red and yellow bi-colored ray florets; and good postproduction longevity and garden performance.
