A new and distinct cultivar of Caryopteris named ‘LISSILV’ that is characterized by upright habit, pronounced silver foliage color, and a prolific display of soft violet-blue flowers. In combination these traits set ‘LISSILV’ apart from all other existing varieties of Caryopteris known to the inventor.
