A new and distinct cultivar of Bidens plant named ‘TOP BID 11904’, characterized by its semi-upright, outwardly spreading and mounding plant habit; vigorous growth habit; relatively large leaves; freely flowering habit; relatively large inflorescences with golden yellow-colored ray florets; and strong peduncles that hold the inflorescences above and beyond the foliar plane.
