A new and distinct cultivar of Begonia plant named ‘Roxanne’, characterized by its upright, outwardly spreading and mounded plant habit; freely branching habit; dark green-colored leaves; double flowers with numerous tepals that are golden yellow in color and held above and beyond the foliage; and excellent postproduction longevity.
