A new and distinct cultivar of Begonia plant named ‘Dobegicspflipitul’, characterized by its relatively compact, upright to spreading and mounded plant habit; moderately vigorous growth habit; freely basal branching habit; dark greyed green-colored leaves; freely and continuously flowering habit; and relatively large double and single flowers that are dark pink in color.
